SECTION 9
9. Designation of public places as free running, on leash or off-limits
(1) No person shall permit any dog owned or kept by him or her to be in any public street or public place except on a leash and under their control, unless the dog is in an area designated by the Council as a free running area.
(2) The City may designate public places, with appropriate signage, as areas where dogs are –
(a) allowed to be ―
(i) free running; or
(ii) on leash; or
(b) not allowed to be.
(3) The City may, after a notice and comment period, vary the designation made in subsection (2) according to time of day and season.
